The British Council has partnered with Thai educational authorities to overhaul primary school English instruction by shifting focus toward comprehensive teacher development. Addressing core challenges highlighted by Thailand’s ranking of 116th out of 123 countries in the 2025 EF English Proficiency Index, the initiative targets early-stage educators to drive long-term academic and economic progress.
Systemic Challenges in Primary English Education
Recent research by the British Council into Pre-service English Language Teacher Education reveals that many primary school teachers function as generalists, often lacking specialized language training, confidence, and practical classroom experience. Danny Whitehead, Country Director of the British Council Thailand, emphasized that teacher effectiveness remains the primary driver of student achievement. “While the spotlight is constantly shone on student performance, educational experts agree that the single most influential factor in student success is teacher effectiveness,” Whitehead stated, noting that early learning experiences heavily shape a child’s lifelong attitude toward education.
The study also addressed widespread classroom misconceptions. While 97.8% of surveyed newly qualified teachers believed lessons must occur exclusively in English, educational research confirms that strategic use of the Thai language helps young learners grasp foundational concepts more effectively. Dr. Atittaya Punya, Assistant Secretary-General of the Basic Education Commission, noted that regular professional development is critical to building educator confidence. “Teachers should have regular opportunities for professional development so that they have the knowledge and skills needed to deliver effective learning and communicate confidently in English,” Dr. Punya stated.
Strategic Initiatives for Teacher Empowerment
To address educational disparities across regions, the British Council is collaborating with the Office of the Basic Education Commission (OBEC), the Equitable Education Fund (EEF), and the Teachers’ Council of Thailand (Khurusapha). Suparuthai Sumonwiriya, Ph.D., of the Burapha University Language Institute, highlighted that language skills are deeply tied to social equity. “Strengthening this support benefits not only students’ language skills, but also their opportunities for further education and future career prospects,” Dr. Sumonwiriya explained.
Key joint developments include the English ReBoot Hybrid Teacher Development Programme, recognized in Ministry of Education policy papers for its digitally enabled approach to strengthening classroom delivery and student engagement. Building upstream, the PreBoot initiative launched in 2026 in partnership with Khurusapha and ten universities nationwide. The program supports 600 undergraduate student teachers preparing for primary homeroom roles by offering practical teaching techniques and evidence-informed strategies.
Program Impact and Reach
Between 2023 and 2025, the British Council and its partners trained over 950 teachers and student teachers nationwide, while establishing 30 Thai master trainers to sustain local expertise. The initiative spans provinces including Narathiwat, Maha Sarakham, Chiang Mai, and Nakhon Sawan. Sustainable improvement in national English proficiency continues through direct investment in teaching personnel and foundational learning frameworks.
