The Big Data Institute (Public Organization), or BDI, operating under the Ministry of Digital Economy and Society (MDES), announced its 2027 operational roadmap at the “BDI Day 2026: Big Data for a Resilient Thailand” event held at Grande Centre Point Lumpini on October 8, 2026. Marking its fourth year of operations, the agency is establishing its D2 platform as Thailand’s National Data Backbone, scaling the Thai large language model (ThaiLLM), and expanding public-private data integration to deliver measurable operational outcomes across national crisis management and public services.

Establishing a Unified National Data Backbone

Kulis Sombatsiri, Chairman of the Board of the Big Data Institute, stated that the concept of “Big Data for a Resilient Thailand” reflects the critical role of data in preparing the country to navigate, adapt to, and recover from complex shifts across economic, social, environmental, and energy sectors. The primary challenge remains enabling siloed public sector databases to securely interoperate under standard governance rules that build cross-agency trust.

“The Prime Minister’s Regulations on Digital Data Sharing B.E. 2569 and the Strategic Plan for Driving Big Data Utilization B.E. 2568–2570 provide the governance architecture for government-wide data sharing,” said Kulis. “BDI’s role is to ensure national data readiness translates into actionable outcomes through our transition toward a National Data Backbone on the D2 infrastructure, supporting multi-agency data exchange with an immediate priority on disaster management and national emergency response.”

Operationalizing the D2 Architecture for Public Services

Prof. Dr. Tiranee Achalakul, Director of BDI, outlined the 2027 strategy under the theme “Data Backbone for a Resilient Thailand,” emphasizing the transition from foundational setup to tangible deployment. Over the past three years, the institute focused on connecting systems, but the fourth year shifts the mandate toward making data actionable for policy planning and direct civic delivery.

The technical backbone rests on D2 (Data Integration and Intelligence Platform), a decentralized framework divided into three distinct operational environments: the Sectorial Zone, the Central Zone, and the Service Zone. Designed to handle high-value datasets while maintaining strict data privacy protocols, the platform supports the 118 critical disaster management datasets sourced across 52 state agencies as mandated by the transitional provisions of the Prime Minister’s Regulations.

Expanding Domain Platforms into High-Value Analytics

Through the “BDI Forward: Progress in Action” showcase, BDI detailed the functional expansion of its four core sector platforms. Travel Link has consolidated tourism metrics across all 77 provinces, transitioning toward predictive analytics and Answer-as-a-Service capabilities powered by mobility network data to forecast airport arrivals and track visitor dispersal patterns ahead of a planned 2027 expansion into medical and wellness tourism.

Concurrently, Health Link has evolved into the Health Data Integration and Analytic Center, integrating records across more than 19,000 healthcare units nationwide and deploying ThaiLLM to summarize medical histories during regional transfers and emergency shelter operations. In environmental oversight, Envi Link has unified over 230 datasets to map PM 2.5 vulnerability indexes alongside the Bangkok Metropolitan Administration, while PD Link has piloted provincial data modeling in four northeastern provinces in collaboration with Khon Kaen University before scaling to Phuket and Surat Thani.

Advancing ThaiLLM and Workforce Micro-Credentials

Addressing sovereign technology infrastructure, Patiphan Prasertsom, Acting Director of the Artificial Intelligence Innovation Department, presented the ThaiLLM 2027 roadmap. The initiative targets AI sovereignty by training open-access foundation models on regional Thai dialects, developing specialized extraction benchmarks, and establishing privacy-masking filters to provide local developers and startups with accessible, royalty-free infrastructure.

To resolve specialized talent constraints across public and private sectors, BDI is deploying its THackle competitive analytics platform and an adaptable Micro-credential framework. The modular curriculum aligns with national educational standards and allows secondary and tertiary institutions to bank credits, supporting hands-on workforce development in data analysis and applied artificial intelligence.
